Peel the carrots and turnips, then coarsely grate them. Toss them together in a large bowl. In a medium bowl, use a whisk to mix together the remaining components that will make up the sauce: lime juice, oils, sugar, cayenne pepper and fish sauce. Mix until the sugar dissolves. Pour the dressing over the grated vegetables, tossing to coat. Sprinkle with the cilantro and sesame seeds. Enjoy Sweet And Sour Turnip And Carrot Salad!
