Preheat oven to 350F degrees and line a baking sheet with parchment paper.
Cream butter and 1 ½ cups sugar in mixing bowl of an electric mixer until fluffy.
Add vanilla and eggs. Slowly add flour, cream of tartar, baking soda and salt. Mix until combined.
Add toffee bits and mix on low until just incorporated.
In a small mixing bowl, mix together remaining sugar and cinnamon.
Scoop cookie dough and roll into a ball.
(optional) roll the cookie dough in additional cinnamon and sugar.
Place on prepared sheets, 2 inches apart.
Bake for 10 to 12 minutes. Let cool, serve and enjoy.
